I suggest that an important criterion is the role of pedaling. If I generate 150 watts my bike on the top setting will add around 250. I’m going faster than on my pushbike, but I still have to work. If you don’t have to do significant work, that’s a motorbike – and I’ve seen plenty of school kids on electric motorbikes, ripping up trails.
